What Are Minimum Wages in Telangana?

What Hyderabad and Telangana employers owe their staff under the Minimum Wages Act 1948, broken down by scheduled employment, skill level, and zone.

Legal Framework

Telangana minimum wages fall under the Minimum Wages Act 1948 and notifications from the Telangana Labour Commissioner. Each notified scheduled employment, such as Building Operations, Road Construction, Metal Foundries and General Engineering, Shops and Commercial Establishments, and Security Services, carries its own rate. The state revises the VDA (Variable Dearness Allowance) every April and October, tied to the Consumer Price Index (CPI).

Employer Obligations

Hyderabad and Telangana employers must pay at least the minimum wage for the work category, skill level, and zone. Non-compliance carries a fine up to ₹50,000 and/or imprisonment up to 3 months under the Minimum Wages Act. Maintain wage registers (Form III) and display current rates at the workplace.

Basic + VDA Structure

Every Telangana minimum wage is a fixed Basic Wage plus a Variable Dearness Allowance (VDA). The VDA moves each April and October with Consumer Price Index numbers from the Labour Bureau. The figure an employer must pay is Basic plus the current VDA for that scheduled employment.

Zone Classification

Telangana groups locations into zones for minimum wage rates. Zone I covers all Municipal Corporations and Selection/Special Grade Municipalities, including Hyderabad, Secunderabad, and the GHMC area, and carries the top rates. Zone II covers the remaining areas and smaller towns. Security Services use an extra Zone III classification.

The current Telangana minimum wage rates are effective 1 April 2026 to 30 September 2026. The Variable Dearness Allowance (VDA) component is revised every six months, effective 1 April and 1 October, tied to Consumer Price Index numbers. For Zone I (Hyderabad), that runs from ₹12,690 per month (Peon or Helper) to ₹14,877 per month (Manager or Programmer) for the April to September 2026 period.
